The new Bank of Ghana (BoG) corporate headquarters, officially named The Bank Square, is a massive, modern complex located in the Ridge enclave of Accra. It was commissioned in late 2024 and completed full operational transitions—including moving its core Banking Department over—by late 2025. The project has been one of the most talked-about civic developments in Ghana, combining cutting-edge architecture with intense political and economic debate. 1. Key Technical & Architectural Facts The Scale: The complex sits on a sprawling 150,000 square meter footprint and consists of seven interconnected structures built to accommodate up to 2,500 staff members. Ghana's Tallest Building: The centerpiece of the complex is The Tower, a 22-storey building standing at 100 meters tall, making it officially the tallest building in Ghana. The Design Team: It was designed by the world-renowned Ghanaian-British architect Sir David Adjaye (Adjaye Associates) and constructed by Goldkey Properties, a prominent local Ghanaian real estate and construction firm. Eco-Friendly / Net-Zero Elements: The complex features a 9-storey "Urban Block" topped by a massive solar canopy, which was engineered to generate enough green energy to sustainably power the entire facility. Dedicated Amenities: Beyond corporate office spaces, it includes a currency museum, a medical center, staff wellness spaces, cafeterias, a nursery, and prayer rooms for both Christian and Muslim staff. 2. The Financial Breakdown & Evolution The total cost of the project has been a subject of rigorous parliamentary oversight. In a briefing to Parliament, the final financial realities were detailed: Final Cost: The final cost upon completion stood at $261.8 million (up from initial public estimates of $250 million). Cost Evolution: The original contract sum in 2019 started at $81.8 million, which was subsequently revised over the construction cycle to $121.1 million, $222.8 million, and finally settled at the $261.8 million mark to accommodate expanded technical, ICT, and advanced security integration. Current Audit Status: Following the final cost declarations, the BoG Governing Board ordered a comprehensive value-for-money audit to ensure complete transparency over how the escalated tranches were handled. 3. The Core Justifications vs. Controversy The project faced heavy pushback from the parliamentary Minority and the public when construction intensified, primarily due to Ghana’s broader macroeconomic challenges at the time. The Security/Structural Argument: The Bank of Ghana fiercely defended the construction, citing a 2019 structural integrity audit of the old 1960s Central Business District headquarters. The audit revealed that the old building was no longer fit for purpose, lacked modern tech-infrastructure capabilities, and crucially, was structurally vulnerable to natural disasters like earthquakes or tremors. The Operational Argument: The central bank's regulatory scope had exploded from managing fewer than five financial institutions in 1957 to over 830 institutions today, meaning they desperately required a hyper-secure, centralized modern tech fortress to safely host Ghana's digital financial frameworks (like data grids, high-volume clearances, and national payment webhooks).
